This report examines eight forces transforming regional labour markets - from automation to extended life expectancy. We argue that no single stakeholder—government, employers, learning providers, credentialing bodies, or individuals—can address these challenges. Instead, labour markets must transition to an open and collaborative system for developing and mobilizing human capital.
